Once heated, add 1/2 diced onion and 1 small diced bell pepper.
Saute for three minutes, then add the ground beef.
Break the meat apart and cook until brown.
Once browned, add two diced small carrots, two diced small potatoes, and one bay leaf.
Reduce the heat to medium, cover the pan with its lid, and simmer for ten minutes.
After this, add two diced Roma tomatoes, mix, and cook for three minutes.

Next, make the enchilada sauce.
Cover them with water, set the heat on high, and bring it to a boil.
Once boiling, turn off the heat, and transfer the chiles to the blender.
Pour 4 cups beef broth, then start to blend until smooth.
Cook for 30 seconds, then pour the enchilada sauce while whisking.
Bring it to a simmer, then set it aside.
Now, fry the tortillas in another pan for about five seconds.
Once done, preheat the oven to 400 degrees F, then start assembling the casserole.
Start by adding a bit of enchilada sauce to the bottom of the dish, then layer the tortillas.
Next, add another layer of sauce, then add the ground beef layer.
Top it with shredded cheddar cheese.
Repeat the layer one more time.
Place the casserole in the preheated oven and bake it for 20 minutes or until the cheese melts.
After baking, let it sit for ten to fifteen minutes, then cut it into bite-size portions.
