If you have a ton of fabric scraps, this is one of the best ways to reuse them.
They are the perfect gift for book lovers.
Trace the pattern on your outer fabric twice adding a 1/4 seam allowance, then cut.
Next, cut two pieces of interfacing the same size as the outer dress.
Repeat with the other dress and interfacing.
Press flat with an iron.
Step 3:
Cut the lace the same size as the bottom part of the dress.
Glue it on the bottom part of the dress, then glue the ribbon on the middle.

Step 4:
The elastic should be big enough for your book.
Sew the ends together.
Sew all the way around with a 1/4 seam allowance, leaving a 2 opening.
Step 5:
Make slits on the seam allowances, then flip it inside out.
Step 6:
wrap up the opening with glue, then top stitch.
Press it flat with an iron.
