Tighten the screw once satisfied with the positioning and secure it with hot glue.
(verify the inner circle is properly positioned in the center so the shelf would be balanced.)
Secure it with hot glue.
After this, tie your preferred thread/rope on top for hanging.
Finally, place a potted plant or anything you like, then hang it.
Your DIY hanging shelf is now finished!
