Fasten it with hot glue and cut the excess.
Tie the rest with elastic.
Next, place the pool noodle body a little offset to the back of the saucer and glue it.
(you could paint the shoes if you dont like the color.)
Just verify you glue the same fabric used in the body at the bottom of the shoes for coherence.
Finally, decorate your gnome with some faux flowers.
Your DIY teacup gnome is now finished!
