Let it come to a boil.
Once boiling, add the cabbage and cook until tender for 15 to 20 minutes while turning often.
Drain and gently separate leaves with tongs.
Cut out thick ribs from 8 to 10 of the largest leaves and set them aside.
Shred the remaining cabbage and put it in an 8-inch square baking dish on a baking sheet.
Step 2:
Preheat oven to 375 degrees.
Place a medium saucepan over medium-high heat and add the oil.
Once hot, add the onion and cook until soft for about 5 minutes.
Next, add the garlic and saute until fragrant for a minute.
Transfer half of the mixture to a large bowl.
To the remaining onion and garlic in the saucepan, add tomatoes, sugar, and vinegar.
Season with salt and pepper, then let it come to a boil.
Reduce the heat and let it simmer for 10 minutes.
Season it with salt and pepper, then mix well with your hands.
Divide it into 8 equal portions.
Work with a few leaves at a time, and lay a cabbage flat on your work surface.
Overlap smaller leaves to form a larger leaf if necessary.
Place the cabbage rolls, seam side down, to the baking dish.
Once done, remove foil and bake until the sauce is bubbling for about 10 minutes.
